Unnecessary staff parking

A couple of weekends ago I arrived at Flint Center Parking Garage and discovered that the first level of the south section had been barricaded.
The following Monday I discovered that the entire section was staff parking. I still haven't discovered why.
For two weeks I've observed that on any given day, less than half of the staff parking spaces were used. This simply provided comfort for some and forced inconvenience on others.
I thought there's a budget crunch, and it seems like a waste of funds to me. Sure, it is administrative action under the guise of doing something. But was it a necessary expenditure?
